I have found that if you use the spray on rust converter and let it sit over
night, it will reveal more surface rust. Then it is easier to see and
remove. Duplicolor makes good products.

There is no such thing as a good chemical rust remover.  Sandblast it or cut
it out and replace it.  Naval Jelly works to a point but will not remove
deep pitted rust.  Should you decide to try Naval Jelly, you will need some
000 or 0000 steel wool and some warm soapy water to neutralize it.  Make
sure you prime and paint it if it's in an inconspicuos area.  Don't try to
apply one of those self claimed rust converter coatings on it, they don't
work.
