The check valve could be bad I suppose, but unlikely....You can get boosters from your favorite Chevelle/El Camino parts store. My favorite is True Connections, www.true-connections.com 1800-600-4144 and I know they have them. I don't know the price off the top of my head though.
I don't personally know of a way to test those boosters to see if they are good or not. Other than what you're describing sounds like a bad booster.
