Dear All

Commonwealth Human Rights Initiative has designed and planned a rights
literacy *yatra* (road show) christened *Giyaan ke Gaada (Vehicle of
Knowledge)* to spread awareness about the RTI Act and people's rights
vis-à-vis the police. The *yatra* will cover five districts in the central
and eastern parts of Chhattisgarh which have high population density. The *
yatra* will be inaugurated at Raipur on the 13th and will return to the
capital on the 29th after traversing the selected districts. This *yatra *is
being organised in collaboration with local CSOs, media persons and student
volunteers. The State Information Commission has issued an advisory to the
administration in all districts to cooperate with us in this effort.

*Activities*

CHRI and the volunteers will engage in the following activities at each
place (see next page for detailed itinerary):

1. A stall displaying information about RTI and people's right
vis-à-vis the law enforcement agencies will set up at a pre-selected spot at
each place visited by *Giyaan ka Gaada*. Educational materials such as
pamphlets and user guides will be distributed to visitors. Volunteers will
educate visitors about the value and potential of RTI and assist them to
file information requests.

2. Two street plays will be conducted in the evenings at all places
with RTI and police as focal themes.

3. The stall and the street lays will be used to conduct people's
perception surveys about the RTI Act and the functioning of the police. The
findings and the report of the survey will be used to advocate with the
State Government, the State Information Commission and the police department
to ensure better respect and protection for people's rights.

4. Volunteers will document the experiences gathered throughout the day
at each place of visit.

5. In 2009 CHRI will organise follow-up activities with visitors who
show an interest in associating with our RTI interventions in the following
context:

a) spreading awareness about RTI in rural and semi-urban areas and
monitoring compliance levels in various public authorities and

b) strategically using RTI to improve service delivery mechanisms and
the implementation of Central and State sponsored welfare schemes.
