CHHATTISGARH, SIKKIM BAG POPULATION AWARDS

New Delhi, Jan 9 Himalayan state -- Sikkim -- and tribal-dominated
Chhattisgarh fared far better on the population front and bagged
national awards even as Vice- President M Hamid Ansari lamented that
much of the objectives of the National Population Policy 2000 are
yet to be achieved.

A high infant mortality rate in the country feeds into high wanted
fertility, demolishing all efforts at reducing the total fertility
rate, Ansari said today while handing out the population awards to
the two states.

" Confronted with these figures, one is propelled to re-visit the
National Population Policy, 2000 and its layered targets,"the Vice-
President said addressing a gathering here on the occasion of the
4th J R D Tata Memorial Awards for population and reproductive
health programmes.

The immediate objective of the policy was to address the needs of
contraception, healthcare infrastructure, and health personnel, and
provide integrated service delivery for basic reproductive and child
health care, he said.

Chhattisgarh and Sikkim were selected for the awards on the basis of
14 indicators representing reproductive health, gender, fertility,
socio-economic development, education and the state&aposs commitment
to social sector.

While Chhattisgarh has made improvement in almost all the
indicators, among the smaller states, Sikkim has shown"remarkable
improvement"in terms of couple protection rate.

Ansari lamented that despite the efforts,"We have fallen short of
the targets we set for ourselves."He, however, said since
Independence, India has drastically improved overall literacy and
female literacy and enhanced life expectancy for its citizens.

GOLLAPALLI (Chhattisgarh): Who killed the 17 tribal youths at Singaram, a
forest village of Dantewada district. And were they really the naxalites?

The Chhattisgarh police claim that they were hardcore naxalites. Dantewada
SP Rahul Sarma said they were all killed in a real encounter. "It is a major
breakthrough achieved by my boys in taking on the Maoists in their
heartland," he asserted.

But the tribal communities attributed the killings to the anti-naxalite
campaigners of Salva Judum. The incident triggered a fresh wave of tribal
bloodshed in the region. Some 250 persons carrying firearms stormed Singaram
and three other neighbouring villages -- Korasigudem, Mailur and
Chanchalguda.

Seventeen tribal youths including four women were killed. Thirteen others of
the Gothikoya tribe, which has a predominant presence in the area owing
allegiance to the Maoists went missing.

The villagers were busy with harvest operations when they came under the
attack. Some of the residents who had a little money readily available with
them could buy peace. Others tried to beat back the attack and paid the
price. They were whisked away to the forest and shot dead at the point blank
range.

"We cannot attribute the killing to police, as we did not see any one in
uniform among the attackers. We can identify a majority of them involved in
the raid," said Soyam Veera, a youth who survived the attack.

"Those who led the attack were all our tribesmen. They blamed us for
sheltering the Maoists. They asked us to leave the villages and join the
government-run base camps meant for displaced tribals."

Accompanied by the media persons, people from the four villages reached the
forest pocket near Singaram on Friday morning. The bodies were lying
scattered.

DEMANDING INDEPENDENT INQUIRY FROM OUTSIDE THE STATE IN TO GOLAPALLI

Dear all
 
I strongly condemn the act of killing innocent tribals at Golapalli area by labeling them as Naxalites by the Salwa Judum players and demand an independent agency of repute to inquire the matter to bring to surface the guilty faces.
 
The recent killing of tribals at Golapalli PS area by the state police describing it as an encounter has raised few questions that only can be answered by the surviving family members of those killed. The version of the police is full of ifs and buts. The media reports published in Andhra Pradesh papers suggests that it was cold blooded killings by Salwa Judum militia.
 
The statement of the police becomes more mysterious when we find them that though they have managed to take the photographs; they have not been able to bring with them even a single body of the villagers whom they have labeled as Naxalites.
 
Under the circumstances, what I feel is that the state has found a new method to cover up the crimes that are committed by the Salwa Judum players, more particularly when the state has been exposed before the Apex Court.
 
When one civilian was killed at Srinagar, falsely labeling him as an ultra, entire Kashmir was on boil for few days.
 
One Sohrabuddin killed in fake encounter, there was hue and cry from the media from all over the country. Inquiry from outside the state of Gujarat is ordered.
 
When there are very serious doubts that the state forces have killed innocent tribals and showing off as Naxalites killed in an encounter, is a very serious matter, even more serious than the matter of Soharabudin fake encounter.
 
The inquiry ordered by the District Collector of Dantewada is seen as a cover up exercise to save the players on whom there are serious doubts to have committed the crime. We should not be surprised to see the tailor made inquiry report giving a clean chit to the police and declaring media reports as wrong. Even the family members of those who have been killed may be terrorized to keep quite.
 
Under the circumstances, the need of the hour is to have an independent inquiry of repute, not less than a retired Chief Justice from outside the state of Chhattisgarh. This is the minimum that we the people of the state can demand at this juncture. When doubts are serious and we have example of what has happened in the past in near similar cases, the inquiry by the district collector is of no use.

THE POLICE- Naxalite encounter on Thursday, in which 17 rebels were
reportedly shot dead at Golapalli in Dantewada district of south
Bastar, around 480 km from Raipur, has sparked a controversy as
villagers argue the gunbattle was fake.

Insurgency- hit Chhattisgarh has faced allegations of fake encounter
killings earlier too, the most contentious among them being the ones
that allegedly took place in Ponjer ( Dantewada), Satoshpur ( Bijapur)
and Ambikapur in north Chhattisgarh.

The Chhattisgarh Police on January 8 claimed to have killed 17 Maoist
rebels in a fierce gunbattle that lasted for two hours and patted
itself for accomplishing one of the biggest successes in recent times
against the guerrillas.

Strangely enough, the police have not yet recovered a single body of
the " dead ultras" but succeeded in taking their photographs and
seizing their arms and ammunition. Photographs of huge cache of
automatic rifles, bombs and ammunition seized by the police after the
encounter were released by the Dantewada police.

" We have not recovered any body so far," admitted Bastar inspector-
general of police ( IGP) A. N. Upadhya on Saturday, but he maintained
that police had killed only Naxalites.

Tribals nearby managed to find the bodies the day after the encounter.

A few of them were seen grieving over the death of their relatives
reportedly killed in the encounter. They claimed their dead kin were
not Naxalites.

Dantewada superintendent of police Rahul Sharma, however asserted, "
Our boys have done a great job. It is a major success." The police
claim they didn't recover the bodies of the rebels killed since there
was an acute danger of falling into booby traps laid for them owing to
poor visibility after dusk on Thursday.

Bodies of six Naxalites have, however, been identified, the police claimed.

Locals contest that claim, alleging that the 17 villagers were
actually murdered.

Manish Kunjam, national president of Adivasi Mahasabha and a CPI
leader, has demanded a judicial investigation. " The photographs
released by the police clearly show the dead were none other than
innocent villagers.

The police took their pictures after clothing them in Naxalite
uniform," he alleged.

Kunjam even identified those who were killed: " The 17 whom police
claim as Naxals were actually innocent villagers and included six
women. Four were from Singavaram village, eight from Danteshwarpuram,
three from Korraspadu, one each from Mailasur and Puspallihave." IGP
Upadhya rebutted, " The fear of the Naxalites is encouraging tribal
villagers and people like Kunjam to describe the encounter as fake.
They are under pressure to give statements against the police."
