Statement of CM condemned / matter of Gollapalli killings of 17 trib

Dear all
 
The statement of the Hon'ble Chief Minister of the state in itself adds fuel to the fire of the killing of innocent tribals in a cold blooded massacre which the police tries to label as an encounter.
 
When there is a need to show complete transparency, such statement of Chief Minister in saying the following is highly objectionable.
 
"not bowing down before any such individual or organizations,
 
who have no faith on democracy,
 
who are engaged in violence or who are traitors,'"
 
No civil society can approve such statement that too in the largest democracy of the world. He may not agree with what others say, but how can he label all those who do not agree with him by labelling them as traitors? As engaged in violence? and As having no faith in democracy?

When almost all the political parties, civil society organizations and media have raised serious doubts over the state actors to have killed 17 innocent tribals, the need is to have a transparent inquiry, the statement of the Hon'ble CM appears to be an act of hiding the facts to save the skin of the state and its actors at the Hon'ble Supreme court of India where they are facing difficult waters.
 
This reminds me of the proverb "Power corrupts and absolute power corrputs absolutely"..It is not yet late, let us pray that the good sense prevails and the Hon'ble CM of CG orders for a CBI inquiry at the earliest.

A two days "Orientation program on access to land"has been conducted at Rajganpur where the trainees were from 21 Gram Panchayats participated. Issues on land related problems, land less tribals, Forests Rights Act that recognizes the land ownership rights in favour of tribals and traditional forest dwellers, Rights on Minor Forest produce and also Kendu Leaves, Bamboo, Cashew, Panchayat Extension of scheduled Areas act, 1996, land acquisition Act 1894, SC/ST Prevention of atrocity act were also the subjects on which expert persons gave their valuable lectures.
 
Participants also raised the questions that were answered by the expert persons.
 
The program was organized under the banner of Tribal Welfare Society with Durga Toppo, Pascal Barla, Cyril Lakra, Asha Devi, Pravin Patel, Libnus Kindo IAS (Retd), and others.
 
A follow up program is decided to be conducted in near future where experts on land matters from other organizations will also be invited. 
 
A similar program is also proposed to be held in near future at Chhattisagarh.

Jan. 20: Chhattisgarh DGP Vishwa Ranjan reiterated on Monday that the
Maoists had infiltrated a number of human rights bodies and NGOs in the
state, chief among them being the state unit of the People's Union for Civil
Liberties (PUCL). So much so that the latter had reduced itself to being a
frontal organisation of the Maoists.

Speaking to this newspaper minutes before his meeting with Union home
minister P. Chidambaram, who was on his first official visit to the state,
Mr Ranjan said penetrating human rights organisations and NGOs was a
well-documented part of the Maoist gameplan. The PUCL had long been a
takeover target in Bihar, Orissa and Chhattisgarh, states where the
Naxalites have a sizeable presence. This, said the DGP, was well known given
his long years in IB at Patna. But in Bihar they failed because of the
presence of the socialists and the CPI(ML) whose cadres gave up the gun a
long time ago. It is only in Chhattisgarh where the Maoists seem to have
succeeded in "hijacking" a body founded by Jai Prakash Narayan, the DGP
said. The arrest of the Maoist sympathiser and senior PUCL functionary,
Binayak Sen (facing trial in Raipur district court) confirmed it. "He was a
regular go-between for the Maoists. Letters seized prove it." Mr
Chidambaram, the DGP informed, was still in the "learning mode". During the
briefing (in which chief minister Raman Singh was also present), he had been
told that the security forces had managed to wrest control of 40 per cent of
Bastar from the Naxalites. Fighting was on in another 20 per cent of the
division comprising Dantewada, Bijapur, Narayanpur, Kan-ker, and Bastar. The
writ of the Naxalites ran in the rest, that is 40% of Bastar. This could not
be recovered without additional forces and arms. But even as things stood,
the situation was a far cry from the days when the government in Bastar had
receded around towns and police stations. The writ of law barely ran in a
minuscule area.

That much remained to be done was evident from the partial success of the
Bastar bandh called by the Maoists on the very day of Mr Chidambaram's visit
to protest against the price rise and the alleged death of 15 "innocents" in
a fake encounter on January 8.

State police sources, however, confirmed that the encounter was genuine and
that all who died were hardcore Maoists.

It is amazing how the DGP changes color depending upon his audience.
Confronted with students, faculty, human rights activists, and an
international audience in Berkeley, the DGP could only mumble that
Binayak Sen was not arrested by him, but by his predecessor, and he
cannot comment on the case, since it is sub-judice.

Obviously, such concerns cannot reign in his expressive abilities now,
when he is back in his seat of power. He not only feels free to
comment on the case, in fact, he can even pass judgment on it. And
use this case-- not yet proven in court or even close to it, going by
the media reports-- as "proof" for making even wilder claims.

Can knowledgable folks on this list comment upon the propriety of
state bureaucrats making these allegations? And what can be done to
hold them accountable?
