UN Indigenous Fellowship Programme

The Indigenous Fellowship Programme (IFP) was launched by the Office of the
High Commissioner for Human Rights (OHCHR) in the context of the first
International Decade of the World's Indigenous Peoples (1995/2004).

The aim of the programme is to give indigenous peoples the opportunity to
gain knowledge on the UN system and mechanisms dealing with human rights in
general and indigenous issues in particular so they can assist their
organizations and communities in protecting and promoting the rights of
their people. In its first decade, more than 100 indigenous men and women
from 46 countries undertook the programme. They provided human rights
training to many more in their communities.

The IFP is accessible in four different languages:
English,
French,
Spanishand
Russian.
The programme -in its four linguistic versions- is held annually. Each
language version has developed slightly differently and generally runs from
2 to 4 months. The selected candidates are entitled to a return flight
ticket, living expenses and health insurance.

*Who can apply?*

1. The candidate must be *indigenous* (non-indigenous persons will not be
taken into consideration, even if they have close links with indigenous
communities and/or organizations).

2. Age should not be a limitation to participation in the programme,
although preference should be given to candidates in the age-bracket 25-35
years.

3. Formal education should not be a limitation to participation in the IFP
given the socio-economic barriers confronted by many indigenous
peoples that
limit access to formal educational institutions.

4. Candidates should agree to train other indigenous persons after the
return to their respective communities/organizations.

5. The candidate should be proposed and his/her *candidacy supported by
his/her indigenous organization and/or community*. It is desirable that the
sponsoring organization has a firm constituency or membership and that
it is
representative.

6. The candidate should have a good working knowledge of the language, in
which the programme is imparted.

*Selection process *

The selection of fellows reflects a gender and a regional balance. The
general human rights situation in the respective regions/countries is also
taken into consideration.

A pre-selection of 15 (first five preferences and 10 alternates) candidates
is made by previous indigenous fellows. The final selection of successful
candidates is undertaken by an advisory group composed of indigenous
persons.

Fellowship applications will only be taken into consideration if they are
fully completed. Both parts I and II must be *signed* and *faxed or sent by

Maoists invite Chhattisgarh cabinet to hideout for talks
Raipur, Feb 14 (IANS) Pushed into a corner by
the Chhattisgarh government's anti-Maoist operations, leftist insurgents
Saturday offered to hold peace talks - the second time they have done so in
a fortnight.

Senior Maoist leader Pandu alias Pandanna made the fresh offer while talking
to local news channels from his forested hideout. "We invite Chhattisgarh
government to come to Abujhmad forest for peace talks. We will provide the
entire cabinet full security," he said.

Abujhmad forest is located in state's southern restive Bastar region, where
insurgents have set up their own interim government and have also developed
terror infrastructure to support Maoist militancy in several states.

Chhattisgarh's Bharatiya Janata Party (BJP) government has been cool to the
fresh peace offer, with Chief Minister Raman Singh saying: "Maoists have to
end violence before coming to the peace talks table."

Pandu, a spokesperson of the Dandakaranya Special Zonal Committee of the
outlawed Communist Party of India-Maoist (CPI-Maoist), had Jan 31 issued a
press statement offering peace talks to find a solution to decade-old Maoist
militancy in the state.

Top police officials see the peace talk move as a "diversionary tactic" by
the rebels to buy time through persuading government to halt anti-Maoist
operations so that they can regroup and also reassess their strategy to
overcome relentless police attacks on their bases.

Maoists have killed some 1,250 persons in the state since 2004, with the
majority of casualties reported from trouble-torn Bastar.

Dear all,
The best way to save forests and to safeguard the wildlife in India is to disband the forest department and entrust the foests to the tribal people.
The history of the tribal people in India as well as the forest department ever since it came to existence,  has shown very well that how the tribals have proteceted the forests and the forest department in connivance with the mafias have destroyed the forests. If India wants to save its forest I believe the best way is to  call of the forest department and entruest the forests to the tribals.

Dear All,
Forestrights act is one of the major and good legislationthat have taken place in the country ever since its independence. The vested interests are unhappy about it because once the tribals have  right over the forests the mafias cannot easily exploit and loot the forests. What is more important  according to me  is the community right over the forest of the tribals than the individual pattas,though they are important in many aspects. So the first fight should be for the community right over the forest which is already enshrined in the new legislation and perhaps this is one aspect  many are not giving due importance in he implementationof the act.
If individual pattas is stressed there is a possibility of many  not getting their due right.
If the M.P.Govt is not implementing the Gov. shoud be taken to the court.

C'garh would give reply to violence with development projects: CM

Raipur, Feb 14: Chhattisgarh Chief Minister Raman Singh said that the state
government will give befitting reply to the Naxal violence by developmental
projects.

Quoting the chief minister, senior officials have informed that Dr Singh has
said that the state government would start new developmental projects in all
those naxal infested districts to give befitting reply to the violence.

Raman Singh said agriculture development and focus on education, health,
potable water management and Public Distribution System (PDS) would help the
state achieve its developmental objective.

Dr Singh said Kissan Mahotsav would be organized in all the 90 assembly
segments in the state from Feb 23-28 during which people were given
information about various government programmes and schemes.

The Chief Minister has directed all the Collectors to publicize various
governmen t programmes in Chhattisgarhi and other local dialects during the
Kissan Mahotsav so that more people could understand the message and take
benefit of it.

Dr Singh has also asked the Collectors in Naxal infested districts to
undertake land-leveling work, distribution of bonus to farmers and
distribution of forest land rights documents to the forest dwellers.
