Sharp decline in labour exodus, says Chhattisgarh

The Chhattisgarh government Tuesday said the number of people migrating out
of the state in search of jobs has seen a sharp decline, but the opposition
dismissed this as a tall claim.

'Just 40,884 workers migrated from the state in fiscal year 2009-10, which
is 10 times lower than the figure of 565,000 in 2000-01 who were annually
departing the state to other parts of the country in search of jobs,' a
state government release claimed.

The release added that the decline in worker exodus was primarily due to
the success of several schemes, including a food scheme covering 3.5 million
poor families of the state. Under it they get 35 kg rice per month at the
rate of Rs.2 a kg.

But opposition Congress made light of the claims and said the figures lack
authenticity.

'In the entire northern region of the state, mainly Surguja, Jashpur,
Korea, Raigarh, Janjgir-Champa and Bilaspur, thousands of people are
migrating for work at brick kilns in other states to avoid starvation
deaths,' Congress state general secretary Ramesh Varlyani told IANS.

'Several of them, mainly young women, return to their villages after being
sexually exploited for months and years. The government claims of checking
the migrants has lacked authenticity,' he added.

Chhattisgarh may sack cops dodging Maoist area postings

Chhattisgarh, one of the states worst hit by Maoist insurgency, is thinking
of suspending or dismissing from service 31 policemen who are declining new
postings, mostly in Maoist hotbeds, an official said here Tuesday.

'The police headquarters has taken a stern view over deliberate delay by 31
policemen -- 15 inspectors and 16 sub-inspectors -- to join in new postings
after they were transferred several weeks ago. Now they have been issued
one-sided relieve orders,' Inspector General of Police Pawan Deo told IANS.

'The police department is mulling over a decision to suspend or dismiss
them (from service) if they continue to lobby to get their posting orders in
Maoists areas reversed,' a senior police officer said.

'These days it is becoming a trend in the state that every policeman uses
all his contacts, even lobby through politicians, to get his transfer order
in Maoist belt revoked,' he added.

He said that the 40,000 sq km mineral rich Bastar region, which has been
considered the nerve centre of Maoist activities for three decades, faces
shortage of thousands of policemen of all ranks.

According to him, the police officials prefer getting sacked rather than
getting posted in the five districts -- Kanker, Narayanpur, Bastar, Bijapur
and Dantewada -- considered as the `killing zone' due to Maoists' dominance
of the area.
