I'm not sure if this is such a great idea. The Rails trac site originally
also had anonymous access for creating and editing tickets, and they
had a huge spam problem. They finally closed it down for anonymous.

As an alternative, we might try using the CaptchaPlugin or the
SpamFilterPlugin from trac-hacks.org

Yes, spam *is* going to be a problem, there's no doubt about it. I
have ticket #33 [1] assigned to remind me to install SpamFilterPlugin
in the imminent future :-)

However, I think bug reporting by non-SVN users is really a necessity
in order for us to reap the benefits of using an organized system like
Trac. Either we'll rely on a spam filter preventing preventing the
worst abuses, or we'll have to look into using something like
http://trac-hacks.org/wiki/AccountManagerPlugin - the latter, however,
is a rather complex system, in comparison to the spam filter even.

So, let's keep close tabs on the situation, and input is appreciated at #33.
