We have a bug report on Windows Vista that we need your help verifying. http://trac.callcc.org/ticket/183 Does chicken-setup work for you? If it doesn't, we need you to add yourselves as CC: in the bug tracker so we can fix this. I don't have a Vista box, I'm using Windows 2000, and things are working fine for me.
