By putting in some more -mno-cygwin flags (it has to link that way too), I managed to build chicken using cygwin's gcc, without a dependency on cygwin1.dll:

Setting LD_LIBRARY_PATH=/usr/local/lib is not sufficient for csi.exe to find libchicken.dll. If I put the dll's in c:\cygwin\bin, it finds them (and I can run csi from a regular Windows shell prompt or from bash).
