I will look at rdoc, but you should look at mole :-) I think mole follows a similar pattern, but the output formats are perhaps more limited. As for the second idea, it is okay with me, but a long time ago I wrote a proposal about incorporating eggdoc-like markup in svnwiki, and nothing happened, so I am not holding my breath.
