Hi I have just gotten my first chi so I might be off base here but 
if chico tests out clear by the vet, I would bet my last dollar he 
is JEALOUS.  I know you say the two dogs are kept separate but scent 
talks and you probably handle the other dog.  

Chico is probably an Alpha male.  Your other dog (also intact) AND 
your son are a threat to Chico's mama/mate - YOU.
