     From what I've been learning, limiting food intake for the tinies is pretty much a recipe for hypoglycemia and disaster.  Besides, limiting food won't mean you have a petite dog, just a skinny malnourished one. 
     As for predicting puppy weights.  I have a toy dog here (not chi) who was called "heifer" by her breeder because she was the biggest puppy in the litter.  Guess what her nickname is here?  "Short Round" because she ended up on the small side, lol.  At some point, her littermates kept growing and she stopped.  Just goes to show, you never can tell!
