Hi and welcome. I am Marsha. Yes, this is a common problem among smaller breeds such as chis. Sometimes it can be a minor issue and the dog can live a perfectly normal life and sometimes it can be a sever problem that causes the dog pain all of it's life. I hope your little baby has a minor case. If your vet recommends surgery, I would recommend you get a second opinion first. After all, we would get a second opinion for our human kids if the doc recommended a major surgery. If the second vet concurs, you should get your little baby the surgery because this would be indicative of the more serious case that could otherwise cause your baby to be in pain.
