I ordered "doggie diapers" from Jenny and waiting on her being able to finish them.  But, Sabrina decided it was time to go into heat in the meantime!  She has had a couple little drops, but she keeps herself very clean (not that I like that but that is nature).  I do use baby wipes too, to help her stay clean and put afgans or blankets on the sofa/loveseat until her heat cycle is through.
 
But the diapers really do help I understand & you can put a mini pad in the fabric ones.  I am going to use them only when she is in the house, of course outside I take it off.

Someone else will have to help you on the "first heat" My chi had the one heat because I waited to spay her so her puppy teeth could be pulled at the same time if need be.  I cannot remember at what month (age wise her heat was)  Doggie pads working?  Do you mean the little doggie diapers?  They work to prevent her staining carpet and furniture, etc. but would NOT work in preventing her from becoming pregnant if there is a boy doggie around.
