well i did a little research. not only is it against the law to 
sell/rehome/relocate a puppy under the age of 8 weeks in washington state, its 
also illegal in 22 other states.

a breeder that is within the right frame of mind, and truly is a good breeder 
and more concerned of selling a dog that is properly socialized and healthy; ( 
then in it for the money ONLY) they would not remove a pup from its mother 
until atleast 8 weeks of age. the first 10 weeks are the most crucial learning 
times for the pup. the mother is their teacher and if removed from the mother 
the pups are failed greatly buy not being allowed this time of learning from 
their mother.
