Yes, I am pretty sure that is what she has. The vets said that her right knee 
is really bad and that if she doesn't get the surgery, she will develope 
arthritis.

Why does she need knee surgery?  Does she have Luxated Patellas?  Usually, vets 
will rate the luxation of the knee, ex.  1 2 3, ect.  I think that most vets 
will wait for surgery if the knees get so bad that the dog cannot function.  
Most will tell you to keep an eye on the dog as he/she ages and that the dog 
may need surgery when it is older.  I believe that most very young dogs with 
Luxating Patellas aren't bad off enough to need surgery.  This is the info. I 
gathered when I was looking into it (I almost adopted a Chi with Luxating 
Patellas).  I am not sure of your puppy's situation and I am sure your vet 
knows what he/she is doing.  But, IMO, you should at least get a second 
opinion.  She seems very young to have knee surgery.
