have your vet x-ray his spine. My Pepper does this and it is caused by some bad disk in his back...doesn't have anything to do with his legs, although it effects his legs. It seems to be worse after he has had a bad episode of back pain. This may not be the case with your chi, but it is worth looking into. Marsha
