I have had bumps like that develop on my older chi's eyelid and the vet removed 
them. Although he has developed similar bumps on his lip and nose and they just 
fell off by themselves. The eye one was a bother though

          I have a 2 year old, 3 pound, Chi by the name of Tito. He used to
belong to my daughter-in-law and son but the company my son works with
sent them to Argentina for a year and now he belongs to my husband and
me. We call him our grand-dog and are head over heels with this
little fur person. One of the first things we did was had him
neutered and his dental needs taken care of. When ever he appears to
be ill we take him to his Vet for the best care possible. My husband
and I are both retired and spend a great deal of our time with our
little Tito.

In the last 6 months Tito has developed a small bump on one of his
eyelids and now it has moved to the other eye. Our vet tells me that
this is common. He does have watery eyes that I keep clean but I hate
seeing these eye bumps develop. Please give me any information if
your Chi has this problem.
