Sometime females mark their territory like the males do, if they are intact.  
That could be it Doris.  If she is not spayed, getting her spayed might help a 
lot!

somebody help me...i have a 1 year old chihuahua that wont use her 
training pads..she will do the pee eveywhere except the pads...we have 
tried everything.. .but nothing seems to work....my husband is getting 
ready to give her up..i am really worried...cant give her up...love 
her too much...please help me...any suggestions are greatly
