You could try crate training.  This doesn't mean he has to be in a crate all 
day.  Put him in his crate at night and when he wakes up in the morning he will 
have to "go".  Take him out and wait for him to go then praise like crazy.  
Then once he has gone outside he can be out of his crate for a while until you 
are going to be where you can't see him or follow him around.  As soon as he 
comes out of the crate take him out and repeat.  Any time he eats or plays or 
sleeps take him out after.  If you take him outside and he doesn't "go" when he 
comes in he goes in his crate, only for 10-15 min then back outside and wait 
for him to go.  His crate should only be big enough for him to stand up and 
turn around so that he doesnt have room to "go" in one spot and sleep in 
another.  gradually you can wean off the crate.  Never use the crate for 
punishment, don't put him in the crate for going on the floor...he has already 
gone.  put him there before and make sure when ever he comes out he goes 
outside.  Maybe this will help and remember they can only hold it for about an 
hour per month so your little guy probably can't go for much longer than 4 
hours at a time.
