Some people are so casual and seemingly unconcerned about their dogs' well being. I cannot tell you how many times I have tried to save peoples' dogs that are out walking along a busy road, only to have the dog's owner come out, act annoyed, and call the small dog home. Once another woman and I both stopped our cars and got out in our dress clothes and shoes and tried our best to catch a tiny Chihuahua that was in danger of being hit by passing cars and the owner showed up ticked off that we were 'interferring' with his dog's right to be where it wanted to be. I think he may have been an idiot. What is wrong with these people? It's too bad people are not screened to own a dog to the same degree and scrutiny it takes to adopt a child. I saw two dogs walking down the middle of the street. A medium size poodle and a tiny, tiny Chi wearing a blue shirt. It had a little head. toothpick sized legs and a long body. When I pulled over and called them, they ran towards some houses with unfenced yards. So, I drove off, went around the block and didn't see them again, so they might have gone to one of the houses.
