That is not always true, my female maltese wasn't in heat and she was only four months old and my male was neutered, but I believe that when he tried it was to claim dominance over her as not only was she a female, but a puppy as well. Males, and females alike will also try to do this to each other as a display of dominance, so it is not always a sexual thing when they do it to each other.

That is why when a dog is neutered that they don’t do it very often; and when they do it is not a sexual thing.
