Wow, two weeks is a long time.  If you have a fenced yard and it is not to
cold out, why not let them run outside? It will do them a lot of good. The
odds are once Peaches sees M&M follow you inside, Peaches will follow,
especially if you coach them with treats.  They really need the freedom to
build up a trust with you, and to know where they are.

How many and what type of other dogs do you have?

First thank you for helping everything you said makes so much sense.  Before
I start I'll need a fence around their crate to keep my other dogs away. 
When I read your post it was the first time I realized these girls have been
caged for more than two weeks.  I'm sure they'll love to run around.  
Around here if you are a dog rescue place you have to spay, neuter, and
shots.  But if you get an animal from the humane society it is up to you to
take the animal to the vet for that and you have one month to do so.  The
paperwork does say female.  The vet said usually when one dog is fixed they
all are.  Thanks again
