But they don't claim to fund local HS's.  They aren't obligated to.

I know that dogs they get their hands on could be in danger.  Clearly, they 
feel that life (or weeks or months) in a cage is no life for any animal.

I think they have way too much power and the reason they have so much power is 
they have money they have and all the lobbying they pay for. Very litle of 
their money is shared with local humane societies and very few of the dogs they 
(rescue) and I use the word loosely are rehomed most are euthanized rather than 
put money into rehabbing them. That is not good work to me. Sorry this is just 
one subject that really hits a nerve with me and I feel very strongly about.
