They are passing the doggie seat belt law in NJ. We have it NY. Pets must be
either in a carrier or have a leash attached to a seat belt. I sure 
hope people do not use a collar and then attach a leash to the seat belt, no
matter what size the dog is. The impact of a short stop could break a dogs
neck. You would think that the law that they just passed would state they
have to harnessed and use a short lease, because if a long lease is used it
could still send a dog hurling over the front seat and whack him back again
and cause serious injury to the a dog as well.

The bill was passed with the safety of people in mind and not the animals 
safety. It should be for both!
