Also along with the fine........ if a dog bites a peoson like that then they take the dog for 9-10 days to see if it develops rabies, while they keep them you have to pay room and board, on your furbaby. In National Parks you are required to now just have the rabies tags but the paper work that goes with each dog. So my babies will always get their rabies shots at 3 year intervals.
