Being stuck in the Python2.x world, rather than moving to Python3.x is 
one reason.

Python2.x has been "End Of Life'd" so most (if not all) distro's are not 
including it by default.  (That EoL notice was made several years ago!)

Though, there is nothing to stop you from installing Python2.7 for 
example (you may have some dependencies to work through though) then 
install Chirp.
