My guess would be that is because your programming cable has a
Prolific type USB-to-Serial chip.

For Windows you would need to download and install the older Prolific
v3.2.0.0 device driver.

For macOS you would have to purchase a 3rd party device driver
(Catalina and earlier. No Big Sur support yet.).

Linux doesn't need this extra bit of TLC because the device drivers
are open source (and don't come from the Prolific company).
