This is not an "img" file. Just like the previous files, it is a "csv" file that has been renamed and edited outside of CHIRP. It cannot be directly uploaded to any radio. What you must do is download from your radio to create a new tab in CHIRP. Then while that tab is selected, click File->Save (or type Ctrl-S) to save the tab as a CHIRP Radio Images (*.img) file.
