Hi, you cannot tell by plugging in a card reader, in fact, you will get the
same results with all USB ports.
You have to do this with the cable in question, and windows will assign a com
port for the cable to communicate with windows.

I plugged a USB card reader into that port on the front of the computer and
it says that port is F:
Then I plugged in the cable and it says nothing. Doesn't even recognize that
port.
Its supposed to be the cable needed to connect my Btech 50+1 GMRS radio.
I saw a video on YouTube saying the correct cable has a chip inside of it. I
bought the one recommended by Amazon for the radio.
BTECH PC04 FTDI USB Programming Cable for UV-25X2, UV-25X4, UV-50X2

As you can tell I am brand new to GMRS radio. I'm also 75 yrs old which
isn't helping and I don't have a teenager.
I was in the Army Security Agency and used radios but that was years ago.
I know nothing really about GMRS.

The way to tell which port is being used in Device Manager, is either plug
in the cable with device manager open, and see what appears, or unplug the cord
with device manager open, and see what goes away.
    HTH.

      Hmmm. Device Manager says: Port_#0003.Hub_#0001

When I copy and paste that into CHIRP I get an error message:
could not open port Port_#0003.Hub_#0001: [Error 2] The system cannot
find the file specified

You are most likely choosing the wrong port. Which port does Device
Manager show as the port assigned to your programming cable? That is the one
you must use.
