There's a lot of wouxun radios that can be unlocked for gmrs tx, almost all of them. I just figured out how it's done. If you buy it directly from wouxun you can request it to be unlocked before they ship it but the ones sold here are locked and you have to change some frequency limits to allow it to tx on gmrs. You still have to decide if you want to use an fcc approved gmrs radio or if you want to change those settings or not on the UV-980P and others that are not fcc approved for gmrs. Kind of silly but that's the way it is.
