Issue 1931: Ctrl + T not working for web-sites developed in Flash

   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3: OK
     Firefox 3: OK
          IE 7: OK

What steps will reproduce the problem?
1. Launch G-Chrome and navigate to http://www.tacobell.com/
2. Click anywhere on the home-page of the web page.
3. Try Ctrl + T.

What is the expected result?
It should open up a new browser tab.

What happens instead?
It doesn't result in anything.

Please provide any additional information below. Attach a screenshot if
possible.
This issue is only happening if user clicks on the flash site and then
tries Ctrl + T. Otherwise, it's working fine.
