Purposeful behavior, since users frequently hit ctrl-v and enter and
unintentionally
do not release ctrl, resulting in mis-navigations. This came up a number
of times in
our user testing. To trigger ctrl-enter, users can't have already
performed another
action while holding down ctrl.
