Issue 2308: Gmail is creating new shortcut when there is already old

What steps will reproduce the problem?
1. If you have old gmail shortcut, go to Gmail and try to create new
application shortcut
2. It should not create a new application shortcut
3. Gmail is creating new Gmail shortcut when old already exists
What is the expected output? What do you see instead?
Should not have duplicate shortcuts, should update the existing shortcut
for Gmail
