Issue 2338: REGRESSION: view source for file url is flaky

Was fine in 0.2.149.29. Broken on r2233.
What steps will reproduce the problem?
1. Check out layout tests, load this url (adjust for your local path)
file:///C:/code/chrome/n1/src/webkit/data/layout_tests/LayoutTests/fast/js/date-DST-time-cusps.html
2. Select view source. No output is shown.
3. Click on the omnibox and press enter, the page is shown (not the page's
source).
What is the expected output? What do you see instead?
Opening a new tab and using the following url works.
view-source:file:///C:/code/chrome/n1/src/webkit/data/layout_tests/LayoutTests/fast/js/date-DST-time-cusps.html
