Issue 2358: Cursor not updated when scrolling with mouse wheel or arrow keys

   Add OK or FAIL after other browsers where you have tested this issue:
     Firefox 3: OK
          IE 7: OK

What steps will reproduce the problem?
1. display a page with scrollbars
2. scroll vertically or horizontally with mouse wheel or keyboard without
moving the cursor

What is the expected result?
The cursor changes according to the element under it (text, link, input
field, ...).

What happens instead?
The cursor does not change, it is determined by the element under the
cursor before scrolling.

Please provide any additional information below. Attach a screenshot if
possible.
It does not happen on all sites : for example google, gmail are affected,
but http://code.google.com/chromium works.
