Issue 2508: cancel button in upload file dialog removes previously choosen
file

What steps will reproduce the problem?
1. go to http://validator.w3.org/#validate_by_upload+with_options
2. click upload button, choose a file and select open
3. click upload button again and select cancel
What is the expected result?
The file that was already choosen should be kept.
What happens instead?
The file that was already choosen is removed. It's like there is no file
selected.
Please provide any additional information below. Attach a screenshot if
possible.
Also, the rendering of the button and text box is a bit strange and
different from IE and FF
