Issue 2523: Tooltip for tab doesn't show if only one tab in browser

What steps will reproduce the problem?
1. Create a browser with a single tab.
2. Go to ebay.com
3. Hover mouse over tab.
What is the expected output? What do you see instead?
You should see the tooltip, but you don't. If you create another tab then
the tooltip appears.
Please use labels and text to provide additional information.
