What steps will reproduce the problem?
1. Open a new chrome window and maximize it.
2. Browse a website which make chrome window display vertical
scrollbar.
3. Try to scroll browser window by clicking at the right edge of the
screen
What is the expected result?
The browser window should scroll
What happens instead?
The browser window does not scroll

This issue seems to be introduced by the changes in
http://codereview.chromium.org/2878.
In the previous version, you can scroll browser window by clicking at the
right edge of the screen when the window is maximized. However, with
this changes, the action does not work anymore. You have to aim
scrollbar area exactly. The action seems to be supported on Firefox3 but
not on IE7. Thus, users from IE may not realize the side effect of this
change, but users from Firefox may experience some inconvenience.
