Issue 2705: svg layout tests are timing out

A lot of svg layout tests are timing out.
It looks like attributes are not being set properly. For example, in
LayoutTests/svg/dynamic-updates/SVGCircleElement-svgdom-cx-prop.html,
trying to access the circleElement.cx.baseVal prop is causing an infinite
loop.
Investigating...
