Issue 2852: "Add to dictionary" for spellcheck

What steps will reproduce the problem?
1. Have a strange last name which is not a dictionary word, and type it
into a text area in Chrome.
2. Be upset that your own browser doesn't know your last name is a word.
3. Right click and be disappointed by the lack of "Add word to dictionary"
What is the expected result?
There should be a menu item which allows you to add to the dictionary.
What happens instead?
There isn't one.
Please provide any additional information below. Attach a screenshot if
possible.
My mother actually discovered this. Her last name is "Blanz". When she
told me about this.. I could not believe it.. so I checked. Nope... No
"add to dictionary". That makes me a sad panda.
