Issue 2897: Changing border padding with Aero color scheme bug

   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3:
     Firefox 3: OK
          IE 7: OK

What steps will reproduce the problem?
1. go to "Personalization->Window Color and Appearance->Open classic
appearance properties for more color options" and make sure the color
scheme is Windows Aero
2. go to "Personalization->Window Color and Appearance->Open classic
appearance properties for more color options->Advanced->Item:Border
Padding" and change the border padding to "0"
3. open Chrome

What is the expected result?
The Aero see-through border around the window will become very thin.

What happens instead?
The border apparently stays at the Vista default padding of "4" and has an
odd line through it.

Please provide any additional information below. Attach a screenshot if
possible.
