Issue 3069: Control-click does not work as expected when opening anchor  
hyperlinks

      Safari 3: Not tested
     Firefox 3: OK
          IE 7: OK

What steps will reproduce the problem?
1. Go to the above URL. On that web page there is a hyperlink  
labeled "Introduction"
(top left) that points to http://www.gnu.org/software/grep/#introduction  
(anchor on
the same page).
2.  Right click on the link, then select "Open link in new tab". The link  
opens in a
new tab, as expected.
3. In the original tab, left click on the same link while holding the  
Control key.

What is the expected result?
The links opens in a new tab, exactly as in step #2.

What happens instead?
The link opens in the *same* tab.

Please provide any additional information below. Attach a screenshot if  
possible.
My understanding is that Control-click is meant to work exactly the same  
as "Open
link in new tab" and it generally does work the same, except for this  
anchor case.
