The test provided also works for me.  I then took Sun's menu demo sample  
and modified
it so it would run as an applet.  I did not touch any of the existing event  
or menu
code.  That applet, which I am attaching as popup_menu_sample.zip, also  
works for me
both in Google Chrome 0.2.149.30 and Chromium 0.3.155.0.

I also found some examples on the web that use AWT and those worked.

However, I also tried http://www.j2e.com/new with both of those versions  
and it does
fail consistently.  I don't know what they are doing that is different than  
the two
examples that do work.  Perhaps they can provide us with a reduction that  
fails?

By going to about:plugins in the Omnibar I see that I am running Java(TM)  
Platform SE
6 U10.
