What steps will reproduce the problem?
1. Start a download in a new tab
2. Close the tab
What is the expected output? What do you see instead?
Expect the download shelf to disappear along with the rest of the tab,
instead, the shelf remains on-screen, though is non-interactive and
disappears after a resize. The page region is still sized as if the shelf
is open.
