Issue 3413: Double thumbnails in New Tab page

Tested on XP and Vista
Chrome: v-154.2
What steps will reproduce the problem?
1. Open some webpage 6-7 times and you will observe that it has created
double thumbnails on the New Tab page
2. Should only have one thumbnail for one website
What is the expected output? What do you see instead?
