Issue 3565: Encoding menu is disabled for Javascript and CSS files
http://code.google.com/p/chromium/issues/detail?id=3565

New issue report by [EMAIL PROTECTED]:
When open js or css file, the "Encoding" menu is always disabled, so if
"Auto detect"
is off or "Default encoding" is not the right one, there is no way to get
non-ASCII
characters show correctly in js or css file.

Test:
1. Launch English Chrome
2. Go to http://login.sina.com.cn/
3. View source of this page
4. Open the corresponding css or js link in a new tab
5. Observe the non-ASCII characters
