Issue 3575: Change the New Tab Page!

Add OK or FAIL after other browsers where you have tested this issue:
Safari 3: OK

What steps will reproduce the problem?

What is the expected result?
Be able to change the new tab page!
What happens instead?
Users can't change the new tab page. Not everyone wants the Google page to
appear. This is a huge issue I have with using the Google Chrome browser.
I want my homepage to open up in a new tab instead.
Please provide any additional information below. Attach a screenshot if
possible.
