There are multiple bugs here:
1) With the XP theme, we never draw the focus rect (dotted lines). That's
wrong. In
FF and IE you get both the blue glow and the dotted lines.
2) With the class theme, we only draw focus on "pushed" buttons. We should
be
drawing the focus rect on all controls (radio buttons, push buttons,
checkboxes).
I'm working on a fix, but I fear that lots of layout tests will need to be
rebaselined :(
